Opportunity to comment on Mississippi Gateway underpass project

Three Rivers Park District proposes to construct an underpass along the Rush Creek Regional Trail at West River Road in the city of Brooklyn Park, MN. The project will include construction of the underpass, along with retaining walls, trail connection and a storm water outlet pipe.
In accordance with Section 6009 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) Public Law 109-59, enacted August 10, 2005, Three Rivers Park District is soliciting comments on the effects this project would have on Mississippi Gateway Regional Park. The project will impact approximately 1.1% of the park. A detour will be implemented to allow full access to the park features and activities.
It is anticipated that Three Rivers Park District will request the Federal Highway Administration (FHWA) to determine that the proposed action at Mississippi Gateway Regional Park is a Section 4(f) de minimis action in accordance with Section 6009(a) of SAFETEA-LU. A de minimis finding may be made when uses of Section 4(f) land will have no adverse effect on the protected resources.
