Portrait & Professional Photography

Professional photography is welcome at Three Rivers parks and can capture many special events including family photos, graduation photos, engagement photos and wedding photos.  

A professional photographer is defined as anyone being paid to take photos. To ensure a positive experience for all, it's required that each photographer have either an Annual or Hourly pass for every portrait and professional photography session.  

Portrait & Professional Photography Fees

Professional photography on Three Rivers Park District property requires a pass.  

Annual Photography Pass – $250

Annual photography passes may be purchased online or by calling 763-559-6700.

These passes must be purchased at least two weeks in advance of any photography sessions.

Annual Pass Holder Reservations

Annual Pass holders need to make reservations in advance for all photography sessions, except for portrait photography at Noerenberg Gardens. No additional fees will be charged when making a reservation.

Hourly Photography Pass – $25/hour plus tax

Portrait Photography at Noerenberg Gardens

Noerenberg Memorial Gardens, situated along the shore of Crystal Bay on Lake Minnetonka, is widely regarded as one of the finest formal gardens in Minnesota.

Hourly Passes

Photographers may purchase an hourly pass by scanning the QR code posted at the entrance to the park.  

Annual Passes

Annual pass holders do not need advance reservations. Please have your pass card with you.

Additional Information

Noerenberg Gardens is always open to the public. A photography pass does not grant exclusive use.  

Please note: during weddings or other scheduled events, no photographers will be allowed into the Gardens.  

General Rules for Photo Sessions

  • Photo sessions may be restricted to specific areas of the park.  
  • Photographers have non-exclusive use of park trails and park grounds, there may be other photographers on the grounds.  
  • Photo sessions may not interfere or obstruct public areas, park programming or activities. Please be mindful of park guests on trails and surrounding areas.
  • All participants (including those being photographed) must stay on designated trails.  
  • Photographers cannot set up on the paved trail used by bikers for safety reasons.  
  • Participants may not climb on, move, or alter anything within the park.    
  • Large props and furniture are prohibited.

Advertisement & Product Photography

Advertisement/product photography or video on park property requires a special use permit, which must be purchased in advance.

Advertisement and Product Photography Fees

  • $250 plus tax per day for still photography
  • $400 plus tax per day for video

Additional fees may apply for extraordinary services.

Insurance & Agreement Requirements

A signed, hold-harmless agreement and a certificate of insurance naming Three Rivers Park District as additionally insured are required. Both must be on file prior to the shoot date.

Major Film Photography

Major film photography or video on park property requires a special use permit that must be purchased in advance.

  • $500 minimum, plus tax

Additional fees may apply for extraordinary services.
