Three Rivers will hold public hearing about 2025 budget

The public is invited to share comments about Three Rivers Park District’s proposed 2025 budget and property tax levy at a public hearing at 5:30 p.m. Thursday, November 7, at the Three Rivers Park District Administrative Center, 3000 Xenium Lane N., Plymouth.

The general fund budget pays for the day-to-day operations of Three Rivers Park District. For 2025, the proposed budget is $53,256,649, an increase of $2,414,987 over 2024. Three Rivers funds the budget primarily through a property tax levy in suburban Hennepin County. For 2025, the proposed tax levy is $51.28 million, a 3.97 percent increase over 2024. A home valued at $419,000 (the median residential value in suburban Hennepin County) will pay a $2.61 annual increase in property taxes to Three Rivers.

The 2025 budget focuses on continuing these goals and priorities:

  • Provide high quality facilities, programs and recreational opportunities.
  • Lead in natural resources management and educate the public about natural resources management issues.
  • Continue implementation of the 2040 System Plan by providing a wide range of services to Park District users both within existing park locations and in residents’ local communities.
  • Use non-property tax revenue to fund needed budget increases.
  • Prepare the Park District for the opening of Mississippi Gateway Regional Park.

View the proposed budget and share written comments via LetsTalkThreeRivers.org. Written comments received by 5 p.m. Wednesday, November 6, will be shared with the Board at the meeting. Printed copies of the proposed budget will also be available for review at the Administrative Center.

Following the hearing, the Three Rivers Board will consider adopting the 2025 general fund budget at the Board meeting on November 7. Upon approval by the Three Rivers Board, the Hennepin County Board of Commissioners will review the budget at a meeting in November. The Three Rivers Park District Board will then consider approval of the final 2025 property tax levy and reaffirmation of the 2025 general fund budget on December 19.
