In Partnership

City of Bloomington logo.Hyland Greens Golf is operated under a joint powers agreement with the City of Bloomington.

About the Partnership

On Monday, March 1, 2021, the Bloomington City Council approved terms of a three-year agreement for Three Rivers Park District to take over operation, management and maintenance of Hyland Greens Golf and Learning Center beginning with the 2021 golf season.

How will Three Rivers enhance this golf amenity?

Three Rivers will continue to offer an inclusive golf experience for all ages and abilities to learn and grow the game of golf. Three Rivers’ efforts will complement the offerings available at Dwan Golf Course, which will remain under the city of Bloomington’s management.

While the 2021 season will focus on golf operations, including the course, driving range and leagues, Three Rivers intends to bring instructional programming for all ages and abilities, including First Tee programs, to Hyland Greens starting in 2022.

Are golf fees different now that Three Rivers has taken over operations?

Three Rivers has assumed operational control of all golf operations at Hyland Greens, including the ability to set fees which are based on market rate, similar to how the city of Bloomington establishes fees. Fees at Hyland Greens are consistent with fees at other Three Rivers’ golf facilities.

Will the city of Bloomington no longer need to subsidize from the general fund? What will the financial impact be?

Financial shortfalls have persisted at Hyland Greens for more than a decade, requiring general fund subsidies to offset operating losses and ultimately prompting an extensive operational review by staff, golf industry consultants and a resident task force in 2016 to help determine the future of the course. Three Rivers has assumed responsibility for the operating budget including maintenance.

Who will maintain the property?

Three Rivers has assumed operational control to include: the operating budget, maintenance and handling day-to-day operations.

Will there be golf programming at Hyland Greens?

The primary focus of the 2021 season is general course operations, including leagues. In subsequent years, Three Rivers intends to implement its First Tee and other instructional programming.

What will happen to the 10 acres adjacent to Normandale Boulevard?

The city of Bloomington retains ownership of the entire Hyland Greens property. Future uses of the 10 acres of land adjacent to Normandale Boulevard (“old driving range”) are not part of the agreement with Three Rivers.

What is Three Rivers' long-term vision for Hyland Greens?

Three Rivers’ immediate vision is making Hyland Greens operational again for the 2021 golf season. As the partnership evolves, Three Rivers will work with the city of Bloomington on recommendations for priority enhancements and improvements. The long-term vision is to continue to provide opportunities for the community to enjoy and to enhance the instructional programming and leagues available at Hyland Greens.
