The Park District is working on the development of the Crystal Lake Regional Trail Master Plan. When completed, the Crystal Lake Regional Trail will measure approximately 9 miles from the Minneapolis Grand Rounds at Victory Memorial Parkway through the cities of Robbinsdale, Crystal, Brooklyn Park, Osseo and Maple Grove to Elm Creek Park Reserve generally along the County State Aid Highway 81 (CSAH 81) corridor.

A section of the Crystal Lake Regional Trail between the Grand Rounds Trail System at Victory Memorial Parkway in Minneapolis and Highway 100 in Robbinsdale is expected to be constructed in 2014. Funding in the amount of $2.1 million from the Federal Surface Transportation Program is available for this project.

The Park District anticipates a 12-month planning process for the Crystal Lake Regional Trail Master Plan beginning in July 2010.  

Crystal Lake Regional Trail Master Plan - Public Review Draft

The draft Master Plan document is available for public review and comment on the Park District’s website for 30 calendar days beginning April 11, 2011 and ending on May 11, 2011. Comments may be submitted by:

Public comments will be summarized and forwarded to appropriate decision makers. Park District staff will forward significant changes to the Park District’s Board of Commissioners for consideration prior to submitting the Master Plan to the Metropolitan Council for formal review and consideration. Formal Metropolitan Council review is anticipated to occur later this spring with final approval this summer.

Task Force Meeting Information

The Crystal Lake Regional Trail Task Force is comprised of Cities of Minneapolis, Robbinsdale, Crystal, Brooklyn Park, Osseo and Maple Grove, Hennepin County Regional Rail Authority, Hennepin County Department of Transportation, Hennepin County (HCWT) – Development, Minnesota Department of Transportation (Mn/DOT) and Minneapolis Park and Recreation Board.

The responsibilities of the task force include:

  • Coordination with respective governing bodes (City Councils, Planning Commissions, Park Commissions and other staff/departments within the respective city/agency.
  • Assist in implementing public participation opportunities.
  • Provide information and support necessary to identify feasible trail alignments and review/complete the trail master plan which meets Park District, city and other applicable agency goals.
  • Assist Park District in local municipality/agency approval processes.
