The Hennepin County Board of Commissioners appointed Larry Blackstad to the Three Rivers Park District Board in 2004. His fellow Commissioners have elected him Board Chair each year since 2007.

Larry earned a Master of Arts degree from Minnesota State University-Mankato. He has nearly four decades of experience working in community planning and development, including 13 years coordinating major capital projects as the Hennepin Community Works Manager. Retired since 2007, Larry is now president of Blackstad Consulting.

A resident of Minnetonka, Larry is a member of the Minnehaha Creek Watershed District Citizen Advisory Committee. Prior to his appointment to the Three Rivers Park District Board, Larry served on the Minnetonka Housing and Redevelopment Authority, the Minnetonka Park and Recreation Board, the Metropolitan Housing and Redevelopment Authority, and the National Park Service Mississippi River Coordinating Commission.

Larry takes pride in the commitment of Three Rivers Park District staff, the appreciation for the Park District shown by visitors and the implementation of a policy earlier this decade that eliminated parking fees for personal and family vehicles.
